Creates a new SimplePie\Cache object.
Parameters

(Required) URL location (scheme is used to determine handler).
- $filename

(Required) Unique identifier for cache object.
- $extension

(Required) 'spi' or 'spc'.
Return
(WP_Feed_Cache_Transient) Feed cache handler object that uses transients.
